Time.Delta time inconsistent

So I am using Quaternion.RotateTowards on camera and for speed I am using speed * Time.Deltatime. The problem Ive noticed is the rotaton of the camera when i press play is sometimes very fast and sometimes normal. What can I do to make the rotation speed consistent?
