Broken Questions in Moderation - Sussed it out

Ok to fix a broken question in moderation, i.e one that can not be Published or Rejected I did the following.

1) Copied the HTML code from a Publish (or Reject) button from another question

2) Pasted into the Moderation Tools section for the broken question.

3) Click the shiny new button

I'll update this later with specific instruction and a code snippet
